Dr. Eloisa Klementich, CEcD
President and CEO
Dr. Eloisa Klementich is President and CEO of Invest Atlanta. Previously, Eloisa served as managing director of business development at Invest Atlanta. In this position, she worked to attract new businesses and create initiatives that promoted job growth in Atlanta. Before coming to Invest Atlanta, Eloisa served as special assistant for economic development at the U.S. Economic Development Administration in the Office of the Secretary. She served as California’s assistant deputy secretary for economic development and commerce and has held various roles with city governments, including the consultant for Mexico’s President Vicente Fox, working on best practices for addressing constituent issues and requests. Eloisa holds a bachelor’s degree from Pitzer College and a master’s degree in business administration from el Instituto Tecnologico de Monterrey. She holds two master’s degrees in urban planning and Latin American affairs from the University of California, Los Angeles. She received her doctorate degree in public administration from the University of LaVerne. Eloisa is also active in various business and civic organizations. She serves as a board member for the Latin American Civic Association, Access to Capital for Entrepreneurs, Atlanta Technical College, Atlanta Workforce Development Agency, LaunchPad 2x, Startup Atlanta, and Atlanta Emerging Markets, Inc. A graduate of the Leadership Atlanta Class of 2017, she is also involved with the Women’s Entrepreneurship Initiative, Georgia Economic Development Association, and International Economic Development Council.
Dawn Luke, HDFP, EDFP
Chief Operating Officer
Dawn Luke is Chief Operating Officer at Invest Atlanta and oversees Invest Atlanta’s finance, information technology, human resources and investment services departments, and continue to support the organization’s community development programs. Prior to her current position, Dawn served as Senior Vice President of Community Development responsible for responsible for providing leadership and strategic direction in the successful execution of a shared vision of comprehensive community development, quality affordable housing, and economic growth in the City of Atlanta’s ten Tax Allocation Districts. Ms. Luke has also served as the Managing Director of Housing Finance for five years and was responsible for overseeing the successful implementation of $250M in pivotal affordable housing programs which served to provide viable housing solutions for Atlanta’s workforce, seniors, disabled and individuals confronted with homelessness. During her tenure with Invest Atlanta, Ms. Luke also managed and operated the Issuer’s multifamily and single-family Housing Bond Portfolio of approximately $1.6 billion and more than 20,000 units of housing. Ms. Luke earned a Bachelor of Arts Degree in Economics from Spelman College and a MBA in International Business from Georgia State University. She currently serves as President Emeritus of the Board of Directors of Georgia Sustainable Committee Alliance, Chairwoman of the Southwest Atlanta Partnership Board of Directors, an active member of the Board of Directors for the National Association of Local Housing Finance Agencies (NALHFA), the Atlanta Land Trust and Partners for Prosperity.
Chief Financial Officer
Priscilla H. Carter is chief financial officer of Invest Atlanta. She is responsible for the financial well-being of Invest Atlanta by planning the agency’s financial strategy and providing financial projections and budget planning to support the implementation of key programs. Ms. Carter has more than 15 years of experience leading global finance and accounting teams for publicly traded companies in the financial services industry. Before serving as CFO for Invest Atlanta, she was the Finance Director & Controller of the Americas for the fifth largest global reinsurer, a Lloyd’s of London syndicate. Ms. Carter earned a bachelor’s of science degree in Finance from the University of Florida’s Warrington College of Business. She also serves on various boards providing financial insight and expertise.
Rosalind Rubens Newell
General Counsel and Senior Vice President, Legal & Compliance
Rosalind Rubens Newell serves as General Counsel to Invest Atlanta and is responsible for the day-to-day delivery, management and supervision of all legal services provided to Invest Atlanta and its various component entities. She has over twenty-five years of experience in the legal representation of local governments and local government authorities and has represented public entities in the implementation of large economic development projects. Prior to serving as General Counsel for Invest Atlanta, she was Of Counsel with an Atlanta law firm for eight years, and a Deputy City Attorney in the City of Atlanta Law Department for eighteen years. Rosalind earned Doctor of Law and Bachelor of Arts degrees from Emory University. She is a member of various professional and civic associations, including the National Association of Bond Lawyers.
Kevin Johnson, CEcD
Senior Vice President, Economic Development
Kevin Johnson is Senior Vice President of Economic Development at Invest Atlanta. In this role, he is responsible for developing and implementing strategies to drive economic growth and development, support relationships with civic, business, governmental and economic development stakeholder constituents. An accomplished President and Vice-President in his Economic Development career, his capabilities have generated significant capital investment and job creation at the St. Joe Company (FL) 2009-2011, Research Triangle Park(NC) 2005-2009, Greater Phoenix(AZ) Economic Council 2002-2005 and High Point(NC) Economic Development Corporation 1992- 2000. Kevin has a bachelor’s degree in Political Science/Pre-Law from South Carolina State University and earned his Certified Economic Developer designation (CEcD) from IEDC in 1996. He has received numerous professional and community awards.

Dawn Luke is Senior Vice President of Community Development at Invest Atlanta and is responsible for implementing pivotal housing finance programs that serve to create and preserve workforce housing units and permanent supportive housing for the city’s working homeless. Prior to her current position, Dawn was the Deputy Managing Director for eight years. During her eighteen-year tenure with Invest Atlanta, she has overseen the multifamily and single-family portfolio of approximately $1.3 billion. Dawn has been successful in originating more than 1,500 mortgages and down payment assistance loans totaling more than $85 million. Prior to joining Invest Atlanta, Luke was a financial analyst at the Urban Residential Finance Authority. Dawn earned a bachelor’s degree in economics from Spelman College and a master’s degree in international business from Georgia State University. She currently serves as president of the board of directors at Georgia Sustainable Committee Alliance and is an active member of the Urban Land Institute.
