City of Atlanta Authorizes Invest Atlanta to Issue Request for Proposals for Civic Center Redevelopment

ATLANTA - Invest Atlanta today announced a request for proposals for the redevelopment of the Boisfeuillet Jones Atlanta Civic Center, an approximately 20-acre site located in Northeast downtown Atlanta at 295 Piedmont Avenue between Pine Street and Ralph McGill Boulevard. The site, currently owned by the City’s Department of Parks and Recreation, is one of the largest assemblages of land in Downtown Atlanta.

“The redevelopment of the Boisfeuillet Jones Atlanta Civic Center will bring renewed economic and cultural vibrancy to the surroundings neighborhoods,” said Mayor Kasim Reed. “I have great confidence that the deliberate, open process being put forward by Invest Atlanta will allow us find a partner capable of transforming this asset into a destination that will attract people to the heart of Atlanta for many years to come.”

Along with speaking to primary and secondary redevelopment objectives, submitted proposals must also conform to City of Atlanta zoning restrictions, as well as align with community interests.

The City of Atlanta and Invest Atlanta have established the primary redevelopment objectives to ensure that the redevelopment of the site will benefit both the immediate community and the City. Along with achieving operational and fiscal sustainability, key pillars of the development objectives include job creation, maximization of economic value of the property through sales proceeds and tax generation, and the establishment of an economic anchor to spur additional development opportunities and facilitate the integration of the surrounding neighborhoods.

As a complement to this, the City of Atlanta and Invest Atlanta have established secondary objectives for the project that, if addressed, would be considered to add value to a proposal. Among others, these include leveraging innovative public/private partnerships in support of the technology and the bioscience-sectors, as well as the growing film and entertainment industry.

“Redevelopment is happening at a pace that we haven’t seen in years in this City,” said Courtney Knight, managing director of redevelopment for Invest Atlanta. “But even with the quick pace, as the economic development authority of the City it is critical we are ensuring that these once-in-a-lifetime economic development opportunities are maximized.”

Both the City and Invest Atlanta strongly encourage that all Respondents provide opportunities for diverse businesses that include, Minority and Female Business Enterprises (“MFBE”) and Small Business Enterprises (“SBE”), as defined by the City Code of Ordinances, to participate as joint venture partners, contractors, sub-contractors or mentor-protégé relationships in the redevelopment. Proposals are due December 10 and finalists will be asked to provide their firm offers at the beginning of the year. Once a recommended developer is selected, their proposal will be evaluated and reviewed by the Invest Atlanta Board of Directors.
