Today, the Invest Atlanta Board of Directors approved $400,000 in Tax Allocation District (TAD) funding as part of its ongoing commitment to strengthening Atlanta small businesses through Small Business Improvement Grants (SBIG). The TAD-funded program is designed to help local businesses stabilize and grow by making investments in their storefronts and interiors. The impact of the Small Business Improvement Grant program goes beyond today’s Board actions with a total of 21 businesses approved for more than $ 1million in funding in 2025.
The SBIG program allows eligible small businesses to make property improvements, façade enhancements, code compliance updates, and other capital investments that enhance business operations and community vitality. The program prioritizes locally owned businesses that contribute to job creation, neighborhood revitalization, and equitable economic development.
“Investing in small businesses is an investment in Atlanta’s future,” said Mayor Andre Dickens, who also serves as Invest Atlanta Board Chair. “As we prepare for global moments like the FIFA World Cup 2026, we are doubling down on our commitment to help ensure businesses have the resources to capitalize on this historic opportunity. From access to capital and workforce support to marketing and procurement opportunities, we are ensuring small and neighborhood businesses are positioned to benefit from the increased attention and economic activity these events bring.”
The grants support businesses across a wide range of industries, including retail, food service, creative enterprises, and professional services. By reducing financial barriers to necessary improvements, Invest Atlanta helps small businesses remain competitive while enhancing commercial corridors and improving the overall customer experience.

Invest Atlanta prioritizes inclusive growth with targeted outreach to businesses that have historically faced challenges in accessing capital. Champ’s Seafood & Grill
Received a Campbellton TAD Small Business Improvement Grant (SBIG) in an amount up to $50,000 to fund interior and exterior improvements to the small commercial property at 3661 Campbellton Rd SW. Champ’s Seafood and Grill is a growing restaurant that has been serving the Southwest Atlanta community for just over one year. With support from the SBIG program, the upgrades to their business will support additional dining capacity and special events as Champ’s Seafood and Grill continues to grow within the community.
The Commissary Club
Received a Perry Bolton TAD Small Business Improvement Grant (SBIG) in an amount up to $50,000 to fund interior and exterior improvements to the currently vacant small commercial property at 2035 Donald Lee Hollowell Parkway NW. With support from the SBIG program, the husband-wife team behind The Commissary Club will rehab the existing building to include all elements required by state licensing regulations for basic food truck commissary operations. After experiencing challenges finding commissary space near their neighborhood for their own food truck business, they are opening The Commissary Club to provide additional infrastructure for mobile food businesses on Atlanta’s west side.
Delilah’s Everyday Soul
Received a Westside TAD Small Business Improvement Grant (SBIG) in an amount up to $50,000 to fund interior and exterior improvements to the currently vacant small commercial property at 227 Mitchell Street SW. SBIG funds will support the full buildout of Delilah’s newest location on historic Hotel Row in South Downtown. With three successful operations at Atlanta-area food halls, the South Downtown location will be the first stand-along brick-and-mortar operation for this independent, local business.
Port City Kitchen
Received a Metropolitan TAD Small Business Improvement Grant (SBIG) in an amount up to $50,000 to fund interior and exterior improvements to the small commercial property at 757 Cleveland Ave Suite C SW. With support from the SBIG program, the project will fund improvements to the previously vacant restaurant space to support a new quick service restaurant. Port City Kitchen will showcase cuisines from different port cities such as Baltimore and New Orleans and plans to feature guest chefs from Atlanta’s mobile food business community.
Duke Dental Management
Received a Metropolitan TAD Small Business Improvement Grant (SBIG) in an amount up to $50,000 to fund interior and exterior improvements to the small commercial property at 171 Cleveland Ave SW. Duke Dental Management is a new dental practice opening in the Cleveland Avenue area that will provide comprehensive dental services to the local community. Funding will complete rehab of this legacy building, which has been vacant for more than a year after previously serving as the Lee Dental practice for several decades.
Ms. Ethel’s Kitchen
Received a Metropolitan TAD Small Business Improvement Grant (SBIG) in an amount up to $50,000 to fund interior and exterior improvements to the currently vacant small commercial property at 757 Cleveland Ave SW. Funds will support the rehab and modernization of the previously vacant restaurant space on Cleveland Avenue. The new restaurant will feature fresh soul food recipes in a cozy space and plans to offer a breakfast menu in addition to lunch and dinner.
Miss Conduck
Received an Eastside TAD Small Business Improvement Grant (SBIG) in an amount up to $50,000 to fund interior and exterior improvements to the small commercial property at 357 Edgewood Ave SE. The SBIG grant will fund a series of essential improvements and give Miss Conduck the opportunity to fully utilize their outdoor dining area and improve the overall customer experience. Miss Conduck is a mother-and-daughter–owned business that has been operating for two years in the Sweet Auburn district.
Brewhouse Café
Received an Eastside TAD Small Business Improvement Grant (SBIG) in an amount up to $50,000 to fund interior and exterior improvements to the small commercial property at 89 Broad Street SW. SBIG program funds will support a full buildout of Brewhouse Café’s second location, bringing this long time Little Five Points institution to downtown’s historic South Broad Street.
“When I found out we were approved for Invest Atlanta’s Small Business Improvement Grant, I was extremely thankful,” said Delana Reeves, Owner of Delilah’s Everyday Soul. “Building out a commercial space, especially your very first brick-and-mortar, is incredibly expensive, and so much of that cost often falls personally on the business owner. This funding is not just helpful; it is essential. It allows us to complete a project that we truly could not finish without this level of support.”
