Invest Atlanta, in conjunction with the City of Atlanta, today announced applications for the Anti-Displacement Tax Relief Fund program are now open for qualified senior Atlanta homeowners. Designed to provide financial support to legacy residents, this vital initiative aims to ensure that city of Atlanta residents facing the pressures of rising property taxes can remain in their home.
"Atlanta is a city rich in history and diversity, and we must do everything we can to protect the residents who built our vibrant communities," said Atlanta Mayor Andre Dickens and Chair of Invest Atlanta. "By providing direct financial assistance to our Atlanta seniors for a 20-year period, we aim to not only alleviate the burden of escalating property taxes—particularly in areas of rapid gentrification—but also to empower residents to achieve greater stability. This program is a significant step toward ensuring that our seniors and legacy residents feel secure in their homes and are not forced to relocate due to financial pressures.”
The City of Atlanta has allocated $10 million in funds for the program from private resources, particularly the Centennial Yards Housing Trust Fund. The program will cover an increase in taxes above the base amount for qualifying applicants over a 20-year period as long as they continue to qualify.
“Last year, the pilot program accepted 105 applicants and saved legacy residents $41,405 in property tax increases with an anticipation of 245 new applications this year as the program goes citywide,” comments Dr. Eloisa Klementich, president and CEO of Invest Atlanta. “These payments, for some, represent more than a 30 percent increase to their tax bill. For those on fixed income it becomes very difficult to absorb.”
As the city experiences rapid growth and development, many seniors and long-standing community members have found themselves at risk of displacement due to escalating housing costs. The Anti-Displacement Tax Relief Fund program is a proactive measure to address these concerns by offering tax relief to eligible residents, providing them tax relief in the neighborhoods they have helped to build.
Eligible participants in the program will receive tax relief to reduce their property tax burden, allowing them to allocate their limited resources to other essential needs. This initiative is part of a broader affordable housing strategy by the City of Atlanta to combat housing instability and promote equitable growth throughout the community.
To qualify for the Anti-Displacement Tax Relief Fund program, applicants must:

Be a city of Atlanta resident since 2015 (priority for homeowners of 15+ years);

Be aged 60 or older;

Have proof of ownership;

Have a household income of 60 percent AMI or below;

Be actively enrolled in qualifying homestead exemption programs; and

Have no negative encumbrances attached to the property.
Invest Atlanta is partnering with FORWARD as the program administration contractor to assist with community outreach, application support, and screening for eligibility in a way that uses taxpayer dollars efficiently. Applicants can expect the following:

Apply through FORWARD’s online application portal, available in 68 languages;

Access to application support is available in multiple languages via phone, text and email;

Meet income requirements and own a property within the city of Atlanta;

Present proof of residency;

Submit proof of home ownership, income, and identification;

Meet geographic area requirements.
