Invest Atlanta launched the Anti-Displacement Tax Relief Program in 2024 to help legacy residents stay in their homes amid rising property taxes. Supported by $10 million from the Centennial Yards Housing Trust Fund and a $2 million donation from media mogul Tyler Perry, the program began in select neighborhoods and has expanded throughout the city in 2025, offering up to 20 years of tax relief.
During its second year, Invest Atlanta added new capabilities to capture program insights, including a custom-built dashboard to monitor performance and metrics, real-time data tracking applications throughout the process and interactive mapping to analyze geographic trends.
Invest Atlanta also expanded its outreach efforts at community events and through targeted marketing to increase program awareness and ensure more homeowners qualify for protection against future tax increases. In fact, since the program’s inception, application volume has increased 284% across 11 council districts, and approvals have tripled.
“We targeted the program to those who are most vulnerable in the city,” says Dr. Eloisa Klementich, president and CEO of Invest Atlanta. “Many of our seniors are on fixed incomes, and we didn’t want anyone to feel like they had no other choice but to leave our city.”
To qualify for the program, residents must have lived in Atlanta for 15 years, be 60 years or older and make 60% of the area median income.
“I am extremely grateful and thankful,” says Andrea L., who received support through the Anti-Displacement Tax Relief Program. “I wish I could do more than say thank you, but thank you, thank you, thank you.”
